The overall aim of the RES-H Policy project was to develop sound policy recommendations and policy implementation strategies for instruments to foster RES-H/C market penetration in selected countries/regions. In detail the proposed action pursues the following objectives:
- Development of a concise policy background for RES-H/C support instruments.
- Assisting selected Member State governments in setting up sector specific RES-H/C targets for 2020 (and 2030) as required by the proposed RES Directive. The selected target countries are Austria, Greece, Lithuania, Netherlands, Poland and United Kingdom.
- Providing selected Member State governments with detailed, scientifically-based input on diverse support policy options for RES-H/C; in this respect assisting Member State governments in developing sound policies to foster RES-H/C market penetration as required by the proposed RES Directive.
- Initiation of National Policy Processes which attempt to stimulate debate and offer a meeting place for key stakeholders aiming to discuss drawing up and implementing RES-H/C targets as well as options to improve national policies to foster RES-H/C market penetration.
- Resulting from this development of tailor made policy options, recommendations and implementation strategies against the background of specific national market framework conditions and governance structures in the target countries/regions.
- Assessing options to coordinate or even gradually harmonise national RES-H/C policy approaches.
- Communication and dissemination of the project results to all major stakeholder groups in the selected countries and – in order to have a broader geographical outreach – in some selected Member States which are not directly involved in the activity (non target countries), and more widely across the EU.
